This is how to install language packs in windows 7 for SP 2010

1.        Download  SharePointLanguagePack.exe here is the link for English, you should download language of your country like French for France: http://www.microsoft.com/downloads/en/details.aspx?FamilyID=046f16a9-4bce-4149-8679-223755560d54&displaylang=en

2.        Save it in the Desktop

3.        Click start, then my computer , than C drive, create folder named “SharePointLanguagePacks”

4.        Click start, then type run, then cmd

5.        Go to desktop using CD command

6.        Type the following “SharePointLanguagePack.exe /extract:C:\SharePointLanguagePacks”

7.        Go to C:\LanguagePacks\Files\Setup

8.        Open Config file add <Setting Id="AllowWindowsClientInstall" Value="True"/>

9.        Run setup

10.    Do the same for ServerLanguagePack.exe

Failed to start the database service MSSQL$SharePoint

1. Go to “regedit” through run command, 
2. browse thru “HKLM_Local_Machine/Software/Microsoft/Shared Tools/Web Server Extensions/12.0/WSS/”. 
3. Then change the value of attribute named “ServerRole” from SINGLESERVER to APPLICATION
4. Then save it 

Now when you run the wizard it will now show you the sharepoint application installation wizard
